committee on January 26, 2017
HB-13
To establish all public high schools to
require one neutral gender bathroom in each classroom with good ventilation to
the outside.

6.
Neutral gender means that a student or teacher
of any gender is able to use the bathroom.
7.
Ventilation is the provision of fresh air to any
room, building ect.
8.
Bidet is a low oval basin used for washing one’s
genital and anal area.
9.
Vandalism is an action involving deliberate destruction
of or damage to public property

11.
The bathroom walls must be 6 feet by 6 feet and
reach all the way up the celling.
12.
Must be well sealed with ventilation leading
outside to prevent toxic odors from entering

the classroom.
14.
Toilet must be Danze Orrington High Efficiency
toilet with a bidet.
15.
The sink must be in a three and a half foot tall
vanity.
16.
The vanity cabinet must contain Charmin ultra
soft toilet paper.
17.
There must be 2 toilet plungers in each cabinet.
One for use and one backup.
18.
There must be a V-6748 VMAX World Dryer High speed hand dryer
– 110V/120V
19.
There must be a Febreze plug in air freshener;
the scent is up to the teacher.
20.
The walls must be painted Dark brick red colored
paint with popcorn texture.

The room must be sound proof, but have a screen
projecting the teacher and the teacher’s

voice lecture.
23.
The lights shall be in the form of a dimmer
switch. There must be 2.
24.
The mirror above the vanity, must have at least
3 led lights to provide good lighting

There must be a spin out table top locked on to
the toilet so that you can continue to do
26.
work in the bathroom.

There must be an option to turn on medium volume
classical volume. The music turns
28 itself off after 5 minutes.

The Department of Education is responsible for
overseeing of this bill.

If the toilet is left clogged or left unflushed
the student shall receive one 30 minute
33.
detention.
34.
If the bathroom is vandalized in any way the
student will receive a three day in school
35.
suspension.
36.
The destruction of property must be paid for by
the student and or their family.
